Consultancy

LSG is performing ongoing consultations as well as a full spectrum of project development services in renewable energy and energy efficiency with clients worldwide.

Regulatory

Regulations are an important part of the project planning backbone. The regulatory analyses helps to define the project's importance within the nation’s strategy and to ensure favorable interpretation of regulations by local, regional and state authorities.

  • Country policy, targets, regulations for Energy Efficiency and Renewable Energy Sources
  • Support mechanisms: Feed-in-Tariff, Green Certificates, Carbon Credits, CDM
  • PPA analysis, conditions and limitations
  • Energy law
  • Political situation assessment
  • Economical situation assessment
  • Environmental law
  • Grid code
  • Construction law
  • Energy Efficiency
  • Policy parameters for central and local institutions
  • Energy efficiency implementation benefits and strategies for households and communities

Site Selection

Appropriate site selection defines project competitiveness and success. Key elements must be taken into account and analyzed before extensive investment in development of the wind farm.

  • Area screening
  • Terrain assessment
  • Area development plan analyses and coordination
  • Preliminary wind assessment (wind maps, meteorological data, satellite data)
  • Infrastructure analyses
  • Access roads analyses
  • Connection point(s) screening
  • Preliminary environmental conditions
  • Aviation and military radars screening
  • Land availability and ownership
  • Land market/lease price
  • Public opinion and required conditions
  • Competition analysis (grid, land, tariff limitation, political support)
  • Local authorities opinion, letter of support

Team Building

Wise choice of people and team building may reduce development costs and development time up to 50%. As a developer, sometimes you're fully depending on your team - they're your day to day partners for several years. Don't forget, people can make or break your project!

  • Consultants
  • Local authorities
  • Engineers
  • Lawyers
  • NGO's
  • Developers
  • Associations
  • Governmental officials
  • Local business partners
  • Land owners
  • Community representatives
  • Other relative specialists

Pre-feasibility Studies

Pre-feasibility gives confidence regarding the selected site and is therefore an essential element towards success. Test your ship before a long journey!

  • Cadastral, topographical, infrastructural, nature, etc., maps and data collection
  • Optimal connection point identification
  • Grid operator preliminary opinion
  • Estimation of potential size of the wind farm
  • Identification of optimal measuring point
  • Parcels and land owners identification (turbines, crane platforms, assembling areas, access and delivery roads, cables, etc.)
  • Wind farm preliminary design
  • Land lease/purchase costs assessment
  • Development costs assessment
  • Preliminary WTG identification
  • Preliminary turbines layout
  • Preparation of EIA contents
  • Preliminary connection costs assessment
  • Preliminary financial overview
  • Planning schedule / time and budget

Feasibility Studies

Feasibility is a thorough exercise with a number of unpredicted elements. This process depends on how well the previous steps were made. We take responsibility for this part in alliance with our partners and external consultants.

  • Wind measurements campaign
  • Underground installations
  • Flora and fauna conditions
  • Military and civil aviation conditions
  • 3,6,12 months wind data analysis
  • P50, P90 report
  • Grid analyses/studies
  • Contacting landowners
  • Preparation of LLA
  • Birds & bats studies
  • Site and layout optimization
  • Terrain recordings and geometric survey
  • Soil analyses and geodesic survey
  • Icing, shading, noise assessment
  • EIA and mitigation measures
  • Access roads design
  • Cabling route design
  • Coordination with local authorities and land owners

Permits, Licenses, Agreements

Each permit has validity conditions. Therefore, whole process must be carefully planned in advance in order to avoid a "permit jam" and delays with losses as consequences.

  • Land lease agreements
  • Land lease/purchase, registration, booking, etc.
  • Location permit
  • Roads and infrastructure permit
  • Cultural heritage permit
  • Defense permit
  • Water permit
  • Civil and military aviation permit
  • Environmental permit
  • Energy permit, license
  • Spatial plan adoption
  • Construction permit
  • Connection permit
  • PPA (Power Purchase Agreement)
  • Operational permit
  • Other permits and licenses according to regulatory requirements

Construction

The construction of medium size wind farm of 20-30MW may take from 6 to 18 months.

The most important elements are that project planning documentation is in order, permits are obtained in the right time, the land ownership issues precisely defined and legally secured not only for turbines and foundations, but for every part of infrastructure (access roads, cables, transformer station, cabins, construction and assembling areas, etc.).

The construction site usually uses a relatively large space, but at the end, when the turbine is assembled, connected to the grid and adjusted it can be that only 50m2 is used by wind turbine and the rest will be returned into original condition.

LSG provides their assistance during construction of wind farm.

Due Diligence

We performed due diligence for over 20 windfarms amounting to over 2000MW in various countries.

The scope of our work contains:

  • Legal
  • Technical
  • Financial

For each project our team goes into depth of the project details, such as: project ownership, development process, land security, environmental conditions, measurements data, grid connection, local support
